The 38th District Republican Club held yet another exceptional and informative meeting during the height of summer, on a Monday in August, demonstrating our commitment to the idea that knowledge is indeed power. Dave Stevenson, the Director of Energy and Environment at the Caesar Rodney Institute, provided us with a wealth of information on three critical issues impacting our community in the 38th District and throughout Delaware. It seems that those in authority are taking notice! Below is the update from the Secretary of the Interior and Governor Matt Meyer.

Results Delaware Republican Party Special Election
Also, the Mighty 38th members came out in full force to represent the district at the Delaware Republican Party Special Convention to unanimously affirm the appointment of our new Chair, Gene Truono. Congratulations, Mr. Truono; we look forward to seeing what the Delaware Republican Party will do next. And here in the 38th, we will get a chance to hear directly from DE GOP leadership, as we will welcome Chair Gene Truono and Vice Chair Jim Weldin to our next 38th meeting on TUESDAY, September 2nd, 6:30 p.m. at the new venue Flip Flops Beach Grill in Millville. US Wind Faces Hard Day in Court

Two legal cases filed against the Federal Bureau of Ocean Energy Management (BOEM) alleging permit approval of the US Wind offshore wind Construction and Operations Plan (COP) was seriously flawed and should be revoked will be heard in a Federal District Court in Maryland on September 5. The Plaintiff in one of the cases agreed to move his court hearing date from August to the September 5 th date to save the court time.
Last week the Secretary of Interior, Doug Burgum, ordered BOEM to review the plaintiff’s
arguments and consider settling the case in the plaintiff’s favor, an action that would revoke the permit and stop development of the project. In BOEM’s court filing regarding delaying one case to September 5 they stated:
“An extension in this case is necessary as Interior intends to reconsider its COP approval and move in the District of Maryland –the first filed case-for voluntary remand of the agency action (recognizing that administrative agencies have the authority to reconsider their decisions).”
This suggests the US Wind permit could be revoked possibly ending the project development.

You can also email Secretary of the Interior, Doug Burgum, to let him know that you support the Department of the Interior in reviewing and rejecting the seriously flawed plans submitted by US Wind and rejecting the permit to settle in the plaintiff's favor to protect offshore habitats, fishing and tourist industries, and the defense of our nation's coastline. Nuclear Energy Is Coming To Delaware! Email Gov Meyer to Support Dave Stevenson
Governor Matt Meyer's Office is now accepting resumes for eight open positions on the Delaware Nuclear Energy Feasibility Task Force. This group will explore the potential of deploying small modular reactors to diversify Delaware’s energy sources—reducing reliance on imports and enhancing reliability. Members of the task force will examine feasibility, economic impacts, regulations, and environmental considerations. The Governor's office is seeking candidates with backgrounds in energy, sustainability, business, the trades, or nuclear engineering. Interested applicants should email a resume with the subject line: "Nuclear Feasibility Task Force" to gov_appointments@delaware.gov. Resumes will be accepted through August 31, 2025. Email your resume or email your support of Energy Expert Dave Stevenson to be included on this taskforce!
Western Republican Region Does It RIGHT!
We would like to highlight the excellent town hall organized by the Western New Castle County Republican Committee, which addressed the current state of tax assessments, the upcoming Special Legislative session to tackle this issue, an audit of Tyler Technologies, and the potential revocation of the permitted 10% school tax rate. Republican Western Region Town Hall Recap – Property Tax Crisis in Delaware
Over 200 residents turned out to the Western NC Region Republican Town Hall to hear from State Representatives Mike Smith (RD-21) and Kevin Hensley (RD-9) about the crushing impact of Delaware’s recent property tax reassessments.
For many—especially seniors and those on fixed incomes—the new bills are devastating. Some reported school taxes alone exceeding their monthly income. The reassessments, conducted by Tyler Technologies, have driven residential values sharply upward. On top of that, school districts can automatically increase tax revenues by up to 10% after reassessment—adding fuel to the fire.
Rep. Mike Smith called for a full audit of Tyler Technologies’ process, raising serious questions about accuracy, fairness, and transparency. Both Representatives pledged to fight for meaningful relief measures and to take residents’ stories directly to Dover.
The first step: Government must immediately pause any and all tax increases—until the reassessment process is fully audited and proven fair. No family should be forced to pay higher taxes based on potentially flawed or inaccurate valuations.
The second step: The law allowing school districts to automatically raise taxes by up to 10% after reassessment must be changed. Districts should be required to provide detailed financial statements and a clear justification before implementing any increase—ensuring accountability and preventing unnecessary tax hikes.
Why this matters:
Delaware is already facing a state budget gap—Gov. Matt Meyer’s FY 2026 budget proposes new income tax brackets for higher earners to help close it.
Property owners are feeling double pressure from both potential state tax changes and these unprecedented local property tax hikes.
Lawmakers have called a special session on August 12 to address property tax concerns and possible legislative fixes.
What needs to happen with Tyler Technologies:
Independent Audit – Verify assessment methodology, data accuracy, and error rates.
Public Transparency – Release full details on how values were calculated and why some areas saw disproportionate jumps.
Fair Appeal Process – Extend and simplify the appeals period, especially for seniors and fixed-income homeowners.
Accountability – If errors or systemic flaws are found, require Tyler to make corrections at their expense—not the taxpayers’.
Bottom line: Delawareans deserve fair, transparent, and accurate assessments—and relief from crushing, unexpected tax burdens.
We will keep fighting for fairness and relief, and we will keep you informed each step of the way.
