38th Club Welcomes Nancy Mercante – A Critical Conversation on Early Literacy and HB 267

Join the Mighty 38th this Monday, April 6, for an important evening focused on one of the most urgent issues facing Delaware: early literacy and accountability in our schools.


We are pleased to welcome Nancy Mercante, Founder and President of Citizens for Delaware Schools and a contributor to the Caesar Rodney Institute, as our featured speaker. Nancy will walk us through key findings from her recent analysis of Delaware’s early literacy efforts and outline why stronger transparency and accountability are needed now—not years from now.


Her article highlights a sobering reality: only about 38% of Delaware third graders are reading at grade level, and roughly 60% of K–3 students are still below benchmark each year. Without clearer reporting and measurable outcomes, there is no way for families, educators, or policymakers to know whether current interventions are actually working.



That is where House Bill 267 comes in.

HB 267 would require school districts and charter schools to report, three times per year, how many students are struggling with reading and what interventions they are receiving. This is a critical step toward real accountability, giving parents and the public visibility into whether students are improving or falling further behind.


Nancy will not only break down the issue, but also provide a clear call to action:

Delaware Is Leaving Federal Education Dollars on the Table

Nancy will also discuss a major opportunity Delaware has yet to act on: participation in the new federal education tax credit program.


Under this program, taxpayers can receive federal tax credits—up to approximately $1,700—for donations to scholarship-granting organizations that support K–12 education options.


Importantly, states must opt in, and that decision rests with the governor.

To date, Governor Meyer has not moved on this opportunity, while other states, including several Democrat-led states, are already taking steps to participate and position their students and families to benefit.


If Delaware chooses to act, this program could unlock new, privately funded scholarship support for families, without increasing state spending, while expanding educational opportunity and flexibility. If the state does nothing, those resources will simply flow elsewhere.


Nancy will outline why this matters for Delaware families and why we need this for Delaware and we need leadership willing to act on it now.
