Delaware Voter Registration Surpasses Eligible Adult Population After Adjustments


New analysis of state population data and voter registration records shows that Delaware’s voter rolls may contain more registered voters than the number of residents legally eligible to cast a ballot.


As of October 1, 2025, Delaware reported 799,581 registered voters statewide. [Confirmed accurate by 38th RDC]. U.S. Census estimates place the state’s total voting-age population at 819,952 adults. [Likely a good estimate from the U.S. Census Bureau’s ACS 2023 1-Year data],That figure alone indicates an unusually high registration rate of 97.5 percent, well above the national average of roughly 74 percent. [38th Interject: This is significant because most states report the registration rate of ELIGIBLE voters, whereas this report shows percentage of ALL adults in Delaware, making these figures for Delaware even more extreme!]


When adjusting for an estimated 30,000 undocumented adults living in Delaware—who are not eligible to vote—the eligible adult population drops to about 789,952 [38th Interject: here is the source, likely accurate] . That adjustment results in a registration rate of more than 101 percent, meaning the number of registered voters exceeds the estimated pool of eligible adult residents.


Election experts note that such discrepancies are often explained by delays in removing deceased individuals, people who have moved out of state, or other inactive voters from registration lists. Delaware’s use of automatic voter registration through the Division of Motor Vehicles also contributes to high enrollment rates.


While the figures do not indicate fraud, they highlight the importance of regular voter list maintenance to ensure accuracy and public confidence in election administration.
