Take the issue in the center column of the ad as the first talking point, then show how democrats caused the problem from the right column, and then finish what the Republican solution is from the left column! For Example, from the first row of the Ad:
Regarding State Spending, the problem is the Democrat spending is outpacing revenue. Democrats increased state spending by $2.5 Billion since 2021, up 55%, while revenue grew just 28%. We the People demand that Delaware control state spending and live within our means. Republicans say set budget priorities, cut government waste, and don't spend taxpayer money faster than Delaware can bring it in.
Regarding Taxes and Fees, the problem democrats passed more than 15 tax and fee increases. Democrats also proposed new higher personal income tax brackets. The Republican solution is to let families keep more of what they earn. Republicans say hold the line on taxes and fees. Make government live within its means before asking families to pay more.
