10 Proposals for Delaware: 2026 Contract to Be Unveiled at Legislative Hall - Tuesday 9/22 1pm
What would Republicans actually do differently if given the opportunity to lead Delaware?
On Tuesday, September 22 at 1:00 p.m., Republicans from across the state will gather on the west steps of Legislative Hall in Dover for a post-primary rally and the official unveiling of the 2026 Contract with Delaware Voters and YOU ARE INVITED to attend!
The Contract is more than a campaign statement. It lays out 10 specific legislative proposals organized around affordability, good governance, public safety, local control, and education. The document describes these proposals as a starting point for reform which we need!
Making Delaware More Affordable
The first four proposals focus on helping Delawareans keep more of what they earn and making it easier to own and remain in a home.
The Homeownership Dream Savings Act would create a tax-advantaged savings account specifically for first-time homebuyers to save toward a down payment.
The Protecting Home Ownership Act would allow qualifying homeowners age 65 and older to defer county property taxes on their primary residence, with those taxes repaid when the property is sold or transferred or the owner dies.
The Contract also calls for a No Tax on Overtime Act, providing state income-tax relief on qualifying overtime compensation, and a No Tax on Tips Act, providing state income-tax relief on tipped income for workers in restaurants, hospitality, personal services and other tipped occupations.
Public Safety and Local Control
The Safe Neighborhoods Act calls for adequate police presence developed in partnership with community leaders, efforts to stop illegal drugs, prioritization of sex-trafficking prosecutions, and a greater focus on repeat offenders.
The Contract's Return Local Control Act would seek to reverse state laws Republicans say have overridden decisions traditionally made by local governments. The document specifically cites disputes involving Seaford's Right to Work ordinance, Sussex County's offshore-wind decision, housing projects and local control over marijuana sales locations.
The Respect for Women Act outlines proposed changes to reproductive-health policy, including informed-choice provisions, pregnancy support and encouraging greater involvement and responsibility by fathers.
Education, Parents and Delaware's Children
Three additional proposals focus specifically on students and education.
The Boys in Girls' Sports Act would require student athletes to compete on teams or in sports associated with their biological sex.
The Comparative Political Ideology Act would require Delaware students to learn about communism, totalitarianism and other political systems and compare them with the principles of freedom, democracy and individual liberty identified in the proposal.
Finally, the Education Empowerment Accounts Act would establish accounts families could use in public or private schools. According to the Contract, those accounts could support instructional programs tailored to a child's needs, tutoring, enrichment and special-education services, supplemental academic resources, and certain child tax-credit and investment funds.

These are specific proposals that could become part of the policy debate in Dover in 2027. The September 22 rally will give Delawareans an opportunity to hear the 2026 Contract with Delaware Voters presented publicly and learn more about the agenda Republicans are putting forward.
