US Wind spokesperson, Mike Dunmeyer, becomes passionate when he speaks on behalf of his foreign corporate overlord, US Wind, and gets teary eyed when he speaks of the impending doom to the world and Delaware, that our oceans will turn to acid, and we will all drown in a modern-day epic flood of biblical proportions imminently unless we allow his savior, US Wind, to install offshore windfarms. Instead of caving into murky emotions and slippery statements, two local Delaware representatives of the people have come up with a proposal to restore some fact finding and fiscal responsibility, to have US Wind put their money where their sweet-talking mouths are. If green energy is so green, then US Wind should be prepared to back it up, with, well, greenbacks.
FACT: Offshore wind turbines consume oil and like any machine, they break down, especially in the saltwater conditions of the Atlantic Ocean. Each wind turbine requires anywhere between 80 to 900 gallons of oil each, depending on manufacturer's specifications. The oil mist be changed every 500 hours or annually depending on specifications. incidentally it will take about 18,857 gallons of fuel oil to construct one windmill. If 114 windmills are constructed it will require over 2 million gallons of fuel oil for service boats to service them annually.
FACT: Offshore wind turbines are not so green. it is estimated that it would take about 850-900 cubic yards of concrete for a slab foundation for each structure, each footing will be 25-35 feet deep and be 14-16 feet in diameter. To maintain each wind turbine, it will cost between 42-48 thousand dollars annually.
Joint Senate Resolution Proposal
Senator Hocker and Rep Gray propose that US Wind financially promise, in the form of a bond, that US Wind properly remove and dispose of all wind turbines that no longer function. Senator Hocker and Rep Gray will propose a Senate Joint Resolution that asks the Delaware Department of Natural Resources and Environmental Control (DNREC) to require irrevocable pre-construction decommissioning bonds be posted, that developers of offshore wind farms commit to landfilling decommissioned turbine components in Maryland, and Aircraft Detection Lighting Systems be deployed for any offshore wind project with power transmission lines coming ashore in Delaware's Coastal zone as a condition of permit approval. Any permit issued without these terms will be automatically null and void.
If US Wind really does believe what they preach, that there is no effect of offshore wind turbines on sonar blasting to marine mammals, no effect on the migration of horseshoe crabs from EMF from high voltage cables, no impact on tourism or fishing industries, then let US Wind put up a bond for all of these factors.
Here is what can also be proposed that US Wind must post Bonds for:
1. Require US Wind cover the necropsy expenses for all marine mammal deaths and require Level B ear damage evaluations due to underwater noise from wind turbines. Any loss of marine mammal life, US Wind will be determined to be guilty until proven innocent.Â
2. US Wind MUST avoid any horseshoe crab sanctuaries by 1,000 feet both directions. Put up a bond amount to cover for the potential catastrophic loss of the medical horseshoe crab industry, in global terms of value. Determine bond amount - priceless?
3. Post a bond to pay for all Coast Guard search and rescue operations and put up a bond to cover for loss of life at sea when the Coast Guard is unable to go into a windfarm area.
4. Put up a bond for the potential loss of fishing industry income, of all local fishing companies, to cover a shortfall for the next 40 years.Â
5. Put up a bond to cover for acts of war of any foreign submarines that may enter our waters now that our DOD cannot track submarines off our shores where wind turbines are present.Â
6. Cover any drop in tourism revenue for the next 40 years.Â
These additional items may be wishful thinking only that US Wind would cover as well and not at all likely, but it is still worth mentioning.
