FAFO - Senator Hocker and Republicans Block the Bond Bill over SB 159

Yes, Delaware Republicans blocked the passage of the state's nearly $1 billion bond bill, which would fund capital improvement projects. The bill requires a three-fourths majority to pass, so Republican support is required for the bond bill to pass.

Republicans are using the bond bill as leverage in negotiations over SB 159, a bill that would override the Sussex County Council's decision to deny a permit for a substation needed for foreign owned US Wind's offshore wind project, based on its local land use parameters. Republicans voiced their opposition to "stripping local communities of their voice to satisfy a narrow, and notably ineffective, environmental agenda". If the bond bill doesn't pass, a special session will need to be called to continue debate on the legislation.

This was a strategic response to the Delaware Democrats, who passed SB 159 in the House on the final day of the legislative session, including an amendment that required it to be sent back to the Senate. The Senate Democrats approved the bill with the amendment. Now, attention is focused on the Governor to veto the bill, allowing the Bond Bill to proceed. What will he do??? Email Governor Meyer here.
UPDATE: Governor Meyer signed SB 159, but with the compromise that it will not go into effect until January 2026. AND: US Senate passed the Big Beautiful Bill and managed to keep the tax credits on wind and solar that must be operational by the end of 2027. Goodbye US Wind!
Foreign Owned US Wind Dead In The Water Anyway
The reality is that the US Senate has amended the tax bill so that only projects operational by 2027 will be eligible for the 30% Investment Tax Credit. US Wind won't be able to start by that time. Without the tax credit, they can't finance the project, so it won't proceed. The Governor has been notified. Stay tuned.
