School Board to Vote on Tax Increase Tuesday, SB159 and the Bond Bill

Following the swearing-in ceremony of the newly elected Indian River School Board members on Tuesday July 1, 2025, at 5 PM, they will need to be prepared to hit the ground running and vote on whether to increase the local school district tax rate, which make up the largest part of property taxes. Despite the two referendums to increase property taxes by 37% which failed twice in March and June of this year, the law allows the school district to raise taxes by 10% following a property reassessment, which occurred this year. There will not be another property reassessment for another 5 or 10 years.
The Indian River School Board meeting is open to the public and all residents are welcome to attend. It will be held Tuesday, July 1, 5PM at the Indian River High School. Join us in supporting Dr. Michelle Parsons as she gets sworn in as the District 4 School Board member!
How Would YOU Like the School Board to Vote?
On this Tuesday, what is at hand to decide by Indian River School Board Members, is whether to go ahead with the full 10% tax increase as allowed by law, 0% tax increase, or something in-between. We are taking a poll of the 38th District, what say you? How would you like the Board to vote? Granted, the information is limited, but, a 3.5% rise in the school tax would generate an additional $1.5 million each year, raising the average property tax by $17. Meanwhile, a 10% increase in the school tax would result in $4.5 million more annually and elevate the average tax bill by $52. What say YOU?? Click on one of the choices below to vote and see how everyone else voted!
Should IRSD Increase the Tax Rate?
0% Tax Rate Increase
3.5% Tax Rate Increase average increase $17 more on tax bill
10% Tax Rate Increase average increase $52 more on tax bill

Funding for School Resource Officers
Also on the agenda is the decision on whether to fund School Resource Officers (SRO) for each school in the Indian River School District. Although the SRO for Lord Baltimore Elementary hasn't been completely funded previously, the town of Ocean View has supplied a School Resource Officer to Lord Baltimore Elementary School and covered the gap in district funding. We believe there is sufficient funding for safety for all SROs in the district!
Status of OffShore Wind
This Monday at Legislative Hall, the radical left Sierra Club will be funding and organizing a rally in support of SB 159 and the doomed to fail offshore wind project of foreign owned US Wind. And of course they lie, calling we the Good Ordinary People of Delaware "fiercely funded opposition to clean energy." Which, sadly, in double speak means, the Sierra Club is fiercely and well-funded. Does US Wind fund the Sierra Club? We believe they do!
Email from Sierra Club
"Republican legislators have now declared that they will hold the state bond bill hostage unless we bargain away our progress on the environment and connecting clean energy to the grid to help our strained energy system. By granting US Wind the last permit they need to proceed with their offshore wind project, SB 159 funds schools, critical infrastructure, and creates thousands of working-class jobs. We need this to happen, and your presence gives us that much more power to show that the people of Delaware want to move forward. The legislative session ends on June 30th, and Delawareans cannot afford to wait another year for relief to arrive, and we certainly cannot afford to move backwards.
It is now or never, and we need you at Legislative Hall in Dover on Monday, June 30th, as we fill Legislative Hall in defense of our environmental bills.
Please register to join us at 2:00 PM in the lobby of legislative hall. We will be wearing something blue and proudly supporting our offshore wind and Power Forward for Delaware Families swag.
Can you join us in Dover on Monday to ensure the legislators know we are watching?
If you can’t make it, please send a letter in support of Senate Bill 159, which is facing, by far, the most headwinds due to the fiercely funded opposition to clean energy (even if you already sent a letter, send it again!): https://act.sierraclub.org/actions/Delaware?actionId=AR0561252"
Can The Big Beautiful Bill Stop Offshore Wind in Delaware?
Our Republican patriots led by our own Senate Minority Leader, Senator Hocker, are pushing back against the radicalized democrats in Delaware and have stood firm to not vote for the Delaware Bond Bil if the democrats pass SB 159. Thank you, Senator Hocker and Republican senators and representatives! SB 159 is not only an abuse of one-party rule power, it is also unconstitutional by our Delaware constitution, which all Delaware representatives have sworn to uphold. Delaware democrats would love nothing more than to eliminate republicans entirely, so they do not need to compromise on any of their radical left agenda items, as they have shown us that they are more than willing to do.
But President Trump has our back! The latest version of the US Senate tax bill Section 70512, Page 507 ends the 30% investment Tax Credit for any project not in service by December 31, 2027. The previous version of the budget bill said if construction had not started by that date. The current US Wind plan only has a quarter of the project in service by 2029, as stated in Senate & House hearing testimony by US Wind. There is no way US Wind can meet the new deadline. Without the tax credit the project cannot be financed and is effectively dead!! The federal tax bill still must be passed but appears likely to do so.

Thank You Caesar Rodney Institute
We owe a great deal of gratitude to the relentless pushback to offshore wind, reasoning based on facts, from the Caesar Rodney Insitute and the work of the Center for Energy and Environmental Policy. CRI has also filed suit against DNREC for their violations of Delaware permitting laws when they approved permits for foreign owned US Wind. If you would like to support CRI and the work that they do, you can become a member of CRI and contribute to the fight here.
